Montenegro becomes the first candidate country to adopt Smart Specialisation Strategy and receive approval from the European Commission

Six months ago, Montenegro adopted the Smart Specialisation Strategy (S3) at the national level, and at the end of last week the document received the approval from the European Commission. In this manner, Montenegro has become the first candidate country to adopt this significant policy document, which is also a precondition for the future use of the structural funds. The adoption of the Smart Specialisation Strategy confirms that Montenegro is capable of implementing the European Union policies on a par with the EU Member States.

The Strategy itself is aimed at an integrated approach and focused action in areas where Montenegro has competitive advantages in the European context. By focusing science, innovation and research, we promote the identified strategic priorities: sustainable agriculture, energy and health tourism, thereby strengthening the competitiveness and internationalisation of the economy.

The S3 policy document comes at the right time, just as the European Commission itself aligns the EU sectoral policies with the United Nations (UN) Sustainable Development Goals. As our strategic priorities correspond to the Sustainable Development Goals of the UN2030 Agenda, the Smart Specialisation Strategy enables us to make a significant contribution to the EU dialogue, while bringing Montenegro another step closer to the EU.
