Montenegro is for the first time on European Innovation Scoreboard

For the first time, Montenegro is on the European Innovation Scoreboard this year. The European Innovation Scoreboard (EIS) provides a comparative analysis of the impact of innovation in the countries of the European Union and other European countries. It assesses the relative strengths and weaknesses of national innovation systems and helps countries identify areas for further development. 

This is a very important step in improving our statistical system and monitoring the implementation of the Smart Specialisation Strategy of Montenegro 2019-2024. The data for the table are collected through the national statistical system, as well as through international bibliometric and intellectual property research. The dominant statistical surveys that provide data for this table are the Survey on Research and Development (Ministry of Science), the Survey on Innovative Activities of Enterprises - EIS (Monstat), with the participation of data from other statistics (higher education, exports, labour, etc.).

Among four categories of innovators that the table recognises: Innovation leader, Strong innovator, Medium innovator and Modest Innovator, EIS defines our country as a modest innovator. Montenegro's performance has increased over time compared to the EU in 2012. The strong increase between 2018 and 2019 is mainly due to improved performance in broadband, most frequently cited publications and private co-financing of public sector research and development (including higher education). Innovators, an environment conducive to innovation and the impact on employment (i.e. employment in knowledge-based services) are the strongest dimensions of innovation. Our country is well positioned in terms of small and medium enterprises (SMEs) with innovations in products or processes, foreign doctoral students, companies that provide ICT training as well as innovative small and medium enterprises that cooperate with others.
